7/2022 – Tamara L. Tophoven (57) and Rebecca Tophoven (43) were arrested on four counts of the Agriculture and Markets Law of overdriving, torturing and injuring animals; failure to provide proper sustenance.  New York State Police were dispatched to check on the safety and welfare of some animals that were inside a trailer  in the Town of Edmeston. Upon arrival, a trooper allegedly found three dogs and five cats living inside an abandoned trailer in squalor, with minimal ventilation, no access to water and without proper care.  The trooper contacted the Susquehanna SPCA who were able to assist in removing the animals. All of the animals were surrendered to the SPCA.

Aggravated cruelty to animals—as defined in Section 353-a of the Agriculture and Markets Law—is not a bail-eligible offense. Individuals charged with this felony are generally released without bail, regardless of the severity of the alleged act.
