September, 2026 – Robert Seitz, of Lewiston, Pennsylvania was arrest and charged with violating state Agriculture and Markets Law following an illegal animal transportation investigation. State Police launched an investigation after a complaint to the Warren County District Attorney’s Office by the New York State Humane Association (NYSHA). NYSP detectives assessed allegations regarding horses being bought, tagged, and transferred from Rotz’s Livestock in Shippensburg, Pennsylvania to a facility in Quebec, Canada for slaughter and human consumption. New York’s Agriculture and Markets Law 385.02 prohibits the slaughter of horses for either human or animal consumption, and the Freightliner’s driver, Seitz, was taken into custody at the scene. Seitz was released after being charged and is expected to appear in the Town of DeKalb Court at a later date.
