February 2025 – Jane M. Richards, 74, was indicted by a grand jury on a 19-count indictment that includes seven felonies and 12 misdemeanors relating to animal neglect and cruelty charges under New York Agriculture and Markets Laws.

May 16, 2024, New York State Police arrested and charged Jane M. Richards in Chenango County with 9 counts of the class “E” felony of Aggravated Cruelty to Animals and 87 counts of the misdemeanor of Overdriving, Torturing and Injuring Animals and Failure to Provide Proper Sustenance when Police allegedly found 107 neglected animals. These animals included horses, pigs, cattle, sheep, goats, dogs, cats and a llama. Four people are facing a total of 210 charges, including felonies, over Agriculture & Markets Law violations.

  • Nine counts of aggravated cruelty to animals, a class E felony
  • 87 counts of overdriving, torturing and injuring animals, failure to provide proper sustenance, a misdemeanor

all four were issued appearance tickets and are scheduled to appear in the New Berlin Town Court

Aggravated cruelty to animals—as defined in Section 353-a of the Agriculture and Markets Law—is not a bail-eligible offense. Individuals charged with this felony are generally released without bail, regardless of the severity of the alleged act.
