11/20/2019 – Carl K. Pritchard, 59, was charged with overdriving, torturing and injuring animals; failure to provide proper sustenance, a misdemeanor; and failure to provide appropriate shelter for allegedly leaving dogs outdoors without any food, water, or shelter.  Troopers from Richfield Springs responded to a complaint of alleged animal cruelty and found a dog whose left leg appeared to be missing and described it as “blown off.” It was believed by veterinarians that the dog had chewed off her own leg after they observed bone fragments in her stomach. Troopers said Pritchard surrendered the dog. He is due to appear in the town of Exeter court at a later date.
