April 2015, FLOYD MEGGS (40) was sentenced to one year of Probation, with conditions that he not own, possess, or reside with any animals. Meggs pleaded guilty to (1) Count of Attempted Cruelty to Animals. Officers from the Cohoes Police Department observed Meggs grab and lift a small black dog by the back of the neck and throw the dog into the common stairwell area of an apartment building.
