The Delaware County Sheriff’s Office arrested Gail Kutler (66) who was charged with five counts of aggravated cruelty to animals and 60 counts of failure to provide proper sustenance. According to the deputies investigated reports of abuse and neglect regarding multiple cats living at Kutler’s residence, the owner was advised to improve conditions and seek treatment for about 70 cats but did not act. Most animals were voluntarily surrendered during the investigation. Multiple cats had died from neglect before and during the investigation.
