June 2026 — Jonathan R. Carr, 29, was charged after troopers found three dogs in a garbage-filled dumpster without food or clean water, state police said. One of the dogs was found dead. Carr was arrested Saturday and charged with three counts of Agriculture and Markets Law § 353, torturing or injuring animals and failure to provide sustenance, according to a news release from Trooper Jennifer Jiron of the New York State Police. He was processed and released with an appearance ticket.
