David Sugarman (73) was charged him with 20 counts of animal cruelty after receiving a report of many cats living in unsanitary conditions at a residence in Shortsville. When officers arrived they found at least 20 cats living in feces that covered the floor and furniture. Tyvek suits were needed to enter the residence. Several cats were removed and transported to Happy Tails Animal Shelter. Sugarman will appear in the town of Hopewell Court at a later date.
