– Higee Mercer Wally, 27, was arrested and charged with aggravated cruelty to animals and torture after a disturbing surveillance video allegedly showed the dog owner violently assaulting his pet. This arrest also led to the rescue of nine malnourished dogs allegedly living in unsafe conditions inside the apartment.
