William Osier, 58, and Joann Osier, 47, were each arrested and charged with nine counts of animal cruelty for improper confinement, and seven counts each of animal cruelty for failure to provide proper sustenance under section 353 of the New York State Agriculture and Markets Law. It is alleged they left the animals alone in filthy conditions, only periodically visiting the home to tend to the animals over the course of six months.
