May 11, 2006 – Francine Cochran, 41, is charged with 10 misdemeanor counts of animal neglect and cruelty. She is also charged with 10 counts of not having updated rabies shots for her cats and 10 counts of not having city licenses for the dogs. She is faced with as much as 12 months in jail for each of the animal cruelty charge. Cochran turned herself in. No bail was required. Cochran was found living with 58 dogs and 38 cats along with her husband and 12-year-old son. The city condemned the home for sanitary reasons, and police took 86 of the animals to a shelter so a veterinarian could examine them. She was allowed to keep five dogs and five cats. Of those taken, a majority of the dogs were euthanized.
